And he has won a total of 14 golds. But on February 2, 2009 a newspaper showed Phelps using a marijuana pipe at a party. The party took place on November 6, 2008. Phelps released a statement on his Facebook page. He said he was sorry for his bad judgement. And he promised that this would not happen again.
